The International Cricket Council (ICC) is likely to propose big modifications to some of the rules. Each format will have an update, which will be enacted in the 2025-26 cricketing calendar. The change in ODIs and T20Is will take effect in July, although these regulations will be implemented in Test contests starting in June, before the commencement of the WTC Cycle 2025–27.
Two new balls have been used in the format since 2011, following the conclusion of the ODI World Cup. But because of the worries over the absence of reverse swing and spinners finding it impossible to be in the game due to the speedier nature of batting, the ICC has decided to bring back the rule of the single ball usage in ODIs, which was the situation before 2011.
"There will be two new balls for overs 1 to 34. After over 34 is completed and prior to the start of over 35, the fielding team will choose one of the two balls to be used for over 35 to 50. The chosen ball will be used at both ends for the remainder of the match (unless it needs to be changed)," the new directive states, this implies that teams could only utilize one of the two new balls during the final 16 overs of the innings, out of a total of 50 overs.
In addition to using a single ball, in games disrupted by rain, both teams will receive a single new ball if the game is cut to 25 overs or fewer. The Concussion Substitute criteria have also changed. A club must designate five players as potential concussion substitutes in various roles under the new regulations.
Before the game begins, teams will designate a batsman, a wicketkeeper, a spinner, a pacer, and an all-rounder as their concussion substitutes. The match referee, however, has the authority to permit a player who is not among the five players listed to be used as the new concussion substitutes if any of them get hurt during the game, so long as their skill sets are complementary.
There will also be a modification to some of the other rules, such as the requirement to use a DRS (Decision Review System) within a specific time frame and to complete a catch or save a boundary close to the boundary ropes. However, the apex council has not yet provided any specifics about them; these are anticipated to be made official in due time.
Furthermore, some regulations are probably going to stay the same. For example, a ball in a similar condition will be used in its place if it is destroyed during an innings. It is interesting to note that in order to prevent teams from abusing a ball, the ball that will be used in overs 35–50 will be taken into account in the replacement pool.
